The Kwinana Bulk Terminal (KBT) is being redeveloped as part of the Westport program. 

The KBT imports all of WA’s clinker, which is required for cement production, making it State-critical infrastructure. However the existing KBT is ageing and approaching the end of its operational life, and as part of the Westport program, the KBT will be redeveloped.

The design

The high-level design for the new KBT, included in Westport’s Stage 3 Business Case, shows it’s new location at the southern end of the new Westport container port terminal. 

The new dry bulk handling infrastructure will extend from the current Fremantle Port Authority (FPA) facilities at the root of the current KBT, along the eastern boundary of the Westport development and along the proposed new marine structures.  

Development status

Westport is working with FPA to deliver the marine structures for the new KBT, with the current focus on identifying the functional requirements for the new facility, and how it will integrate with existing landside facilities.  

Studies are being undertaken on the structural form, the types of materials needed for the infrastructure, market engagement and solutions to de-risk the schedule and minimise environmental and heritage impacts.  

Enabling works, including supply and stockpiling of long lead items, will be determined during the design development studies.  

Construction works for the new KBT are expected to commence in 2028.
