The proposed supply chain for Western Australia's new container port will provide industry with a resilient freight network including road, rail and new intermodal terminals.
We recognise that the businesses who use Western Australia's container trade supply chain, from end-to-end, are seeking information for business planning.
This includes the plans around road and rail infrastructure, and the intermodal terminals.
Westport regularly publishes updates for industry about the design and development of the supply chain through our Navigate newsletter.

We work closely and provide updates to a wide number of different industry associations including:
- Australasian Railway Association
- Chamber of Commerce and Industry WA
- Container Transport Alliance Australia
- Freight and Logistics Council of WA
- Freight and Trade Alliance
- International Forwarders & Customs Brokers Association of Australia
- Ports Australia
- Shipping Australia
- Western Roads Federation
The road network
Main Roads is managing the development of what will become the Anketell-Thomas Freight Road network. Detailed planning for the roads is underway, with the roads expected to be developed prior to the port facilities, to support construction works.
The rail network
Westport is planning to upgrade current rail infrastructure, including doubling the existing rail line and removal of cross overs. Detailed design for the rail network, including construction, is still in the early stages.

Intermodal terminals
Westport’s recommended container trade supply chain includes three intermodal terminals, located at Kenwick, Kewdale and Forrestfield.
Although a number of locations were considered, these three locations were selected based on:
- Container origins and destinations (both current and future)
- Forecasts of population, retail, and industrial growth areas
- Site constraints
- Capital expenditure required
- Supply chain operating costs. The combination of Kenwick, Kewdale and Forrestfield sites was found to offer the best value for money.
Decisions on the delivery of future IMTs have been deferred given there is sufficient capacity available for some time.
