Westport is seeking expressions of interest (EOI) from the market for the design and construction of marine infrastructure for the Kwinana Bulk Terminal redevelopment.
The Kwinana Bulk Terminal (KBT) is a critical component of the Western Trade Coast, supporting bulk imports and exports across the State’s largest industrial precinct. KBT imports all of Western Australia’s (WA’s) clinker, a key ingredient in cement production that supports construction and infrastructure projects across the State.
KBT is expected to reach the end of its operational life by around 2032, creating increasing pressure on bulk trade operations at Kwinana Port. Redeveloping KBT is essential to protect WA’s construction and infrastructure pipeline and support future trade growth while enabling the future container terminal in Kwinana.
Westport is working with Fremantle Ports to plan and deliver the Kwinana Bulk Terminal redevelopment. Westport is seeking expressions of interest from suitably qualified proponents to deliver the KBT marine infrastructure under a Design & Construct (D&C) contract, which will operate within stringent environmental approval and performance requirements.
The KBT redevelopment is a time-critical infrastructure project, identified by the State Government as a priority in the 2024 Westport Stage 3 Business Case, and remains subject to future funding approval. To support delivery readiness, Westport is seeking responses from suitably qualified proponents ahead of the State Government’s Final Investment Decision. This approach will ensure that Westport is ready to proceed without delay should approval be granted, supporting efficient mobilisation and continuity of bulk trade services for WA. A funding submission will progress in parallel to procurement activities, with any award of the D&C contract subject to the necessary funding outcomes and approvals.
The marine infrastructure scope includes a wharf, transfer platform and approach jetty, reclaimed causeway, mooring infrastructure and navigation aids. The KBT redevelopment also includes dredging of a turning basin and berth pockets, which proponents are invited to address in their submission.
