Expressions of Interest sought for Westport Terminal Operator Consultation

Expressions of Interest (EOIs) are now open for membership of the Terminal Operator Consultation Group – a forum providing feedback on draft terminal designs for Westport's future container port terminal at Kwinana.

Westport will deliver a new container terminal in Kwinana and the freight network that connects it, to secure WA’s container trade capacity for decades to come. This includes planning and design of a new shipping channel, breakwater, quay line, port precinct, road and rail upgrades and a new Kwinana Bulk Terminal.

About the Consultation Group

The Terminal Operator Consultation Group will operate during the definition phase of the Westport Program and will conclude before the terminal operator procurement process. Its purpose is to provide an equitable and confidential mechanism for terminal operators to comment on aspects related to container terminal designs.

The group will help shape functional, safe, efficient and commercially viable designs by contributing diverse perspectives, global best practices and innovative ideas. It will also provide timely input at key milestones to resolve risks and uncertainties, and improve reliability of cost and delivery.

Who should apply?

Westport is seeking Capability Statements from experienced container terminal operators. Applicants must demonstrate they meet the Essential Criteria including but not limited to:

  • The organisation has current experience in container terminal operations.
  • The organisation has knowledge of relevant Australian laws and standards.
  • The organisation has an ethical reputation and can demonstrate alignment to Australian Government policies and objectives.
  • The organisation may tender to operate the future Westport container terminal in Kwinana. 

Members will be selected through a formal selection process. Successful applicants must agree to Westport’s probity requirements, including completion of a Conflict of Interest form and Confidentiality Undertaking. 

How will we engage?

The first meeting will be held online or in person, most likely in May 2026. Subsequent meetings scheduled by the Chair. Participation is consultation only and does not form part of the terminal operator procurement process. 

Details of the engagement process and terms will be discussed and agreed with accepted consultation group participants and will involve direct one-on-one consultation.

This is an opportunity to share operational expertise, contribute global best practice and contribute to a program that will shape WA’s maritime future.

Members will provide advisory input to improve design reliability, address risks early and ensure the terminal reflects functional, safe and commercially viable outcomes aligned with international standards and market realities.

Submit your Expression of Interest by emailing a capability statement addressing the essential criteria above to enquiries@westport.wa.gov.au. EOIs should not exceed two A4 pages.

Note

This Consultation group is not part of any procurement process. Participation in the Consultation Group will not have any bearing on any future procurement process for terminal operators for the container terminal in Kwinana.
